Downgrade the requirement to start votemutes to only RTD members, this will lower LMAOBOX advertisement and random chat/mic spam

What do you mean by RTD members?
Regardless... assuming that RTD member isn't a thing and that you mean "Make votes available for all players to use", that would be a terrible idea.
There are already issues with some donators abusing the vote system from time-to-time, and there are a lot of people that play the community to grief. If the votemenu becomes available to them, what do you think will happen once they realise they can call votes to mute/gag/kick people?
It shouldn't be changed (in my opinion) as it will make it much easier to be abused, and there will be the potential for an increased amount of false reports by other players, making it harder for the admins to deal with the vote abusers.
It's already a pain to deal with vote abusers unless the admin(s) directly see it, as there's no other way to validate or invalidate the votes in the case of a report or appeal.
