Completed Admin Building Management Plugin

Allow admins to destroy buildings placed by engies of individuals. Is more necessary now due to new lrs like Saxton Hale where engies can make certain areas uncrossable. It can also be used on other servers to discourage spawn camping and all that.

Updating for completeness (and people who missed it): this will now prioritise a building you are looking at and target it, else usual behaviour continues.
