Declined Add votescramble to certain servers

Have it be that, once there are enough votes, the next round will scramble the players.
By having it scramble the next round, there will be no frustration from an entire round's progress being for nothing, due to scramble causing the round to reset.

Casual Payload;

Apologies for not mentioning individual servers, but that is because I thought the list would be too long if I did that.
