It would only be after they get ammo though. Demoman already has high dps with his stickies and pipes but adding the charge would give them a reason to actually just be handicapped for most of the round as they cannot charge before getting ammo. Also blues have permanent crits and getting close to them is very risky let alone charging in a straight line at them.Considering how crap the guards are on most communities, and having personal experience playing chargedemo as a prisoner...
It's not a good idea. You will have a team of demoknights charge out and, with crits being disgusting for REDs, will usually kill whoever they can reach.
I remember an old, now long dead server that me and a few mates went on and did chargedemo. Unfortunately the Warden was an admin and got upset that for 15+ rounds they couldn't do anything as they were TERRIBLE BLUs, and he ended up banning me (and my mates) permanently for the reason: Shithead
It does offer some unique escape options though which can be quite fun, such as catapulting off the rooftops.

i actually agree with letting demomen being able to charge on certain lrs. just obviously not during normal rounds.
