Declined Add Declined and Accepted archives

As for admin apps there are Declined and Accepted where the post is moved to. Why not add this to Appeals/Reports
And while we're at it for suggestions add Accepted and Declined and add a Implementing Tag

Implementing = ToDo mark.

Adding an Accepted/Declined category seems pointless for reports. They've already got a massive red DECLINED or INVALID sign on them. It might work on Appeals and help a tad bit when reviewing a player in the middle of being punished but then we have SourceBans for that, so I personally don't see a use for adding it.
