If the red scout throws a projectile and it hits you (warden didnt say anything about class restriction) is the red kos for force baiting?

Yes. The red is KOS for hitting a BLU. If the projectile did not hit anyone and warden hasn't mentioned anything about projectiles, the scout is not KOS. If warden has restriced projectiles u may kill him regardless if it hit or not.
