A screenshot is not enough evidence to determine if he is really ghosting or not, out of context (which is what this is) alright people can call that ghosting, but the person he is calling out could be delaying by hiding or simply not moving.

We need context to understand the situation to be able to do some form of punishment so I will be marking this as invalid.

Incorrect. There are multiple reds alive. Ghosting either one is unfair to the other. If there is a warden or a day going on, it is not delaying because the round is happening. If there is no warden, it is either a freeday or an LR which the last reds are enjoying. Multiple reds cannot delay at the same time, they are simply enjoying whatever gamemode is going on. A demo would be more conclusive however the screenshot in this circumstance works for the ghosting.
