Are you allowed to heal non-freedays if you are a medic as long as they aren't rebelling or is that considered abuse?

Well admittedly you're still giving a rather massive advantage to other players as a freeday, which is against what is currently stated in the 'freeday reds' rule. But we're in the middle of clearing up things like these

personally i consider this to be freeday abusing if the freeday is healing a non freeday or a rebelling red.
