i think head region hats are allowed, but only specifically "hat" region hats, and whole head are allowed
so no like glasses or anything (not sure about scoper's smoke)
also blackwonder doesn't regulate the whitelist for hats, its something the map has
it can be disabled but most likely wont be due to the higher player limit on the server cause it can cause crashes/lag
