Yes, it is an idle server. But it isn't a "sit in spectator and report people who break the rules the tiniest bit" server.
Anyone who is genuinely spectating (e.g. spectating a fight or getting footage for a cheating/exploiting report) wouldn't/would barely be affected by this.
And anyone who is actually idle wouldn't be affected by this either because they're well, idle.

No reason to let this farce continue any further.
The report you linked is not only several months old, but the reporter wasn't even on the server when he made it (and was reprimanded accordingly). Matter of fact, there haven't been any notable achievement reports since that was submitted. Your only possible motivation for making a thread like this is you're one of the many goons on that server looking to settle old scores.
I'd advise against dredging up the past, I'd hate to have to expunge the last few of you that remain.
