No voice changers aren't allowed. Yes custom days are allowed so long as they follow the guidelines which can be found below:

If you're talking about days from an LR this is correct. If you mean actual day orders like Out of Cell Rebel Day or Lava Day, days don't override other orders anymore, so keep that in mind before you try and do something wacky.
