20 second and 59 second mark are most suspicious shots. I'm not 100% sure so I'll leave it to 10k or another admin to handle.

Do you have more evidences? The ping of the player is unknown, and he misses a lot. However, there are some suspicious moments, but we can't say he is 100% cheating based on this short video.

For future reports it´s better to use demo, rather then posting videos on youtube and i suggest record longer. It gives more information and makes easy to review the evidences.
