I've been roaming the internet a bit and I've found this. https://forums.alliedmods.net/showthread.php?p=2717299. It is a plugin which reverts the weapon nerfs (mostly jungle inferno nerfs) - and I think it would be good to have "nostalgia" server to try how old tf2 used to be. I'd like to see... -

Yes, they would, their vote would count after the warning timer ran out and showed maps to be voted. Many CS:GO's community servers have this implemented. Iirc CS:GO's servers also run on SourceMod.
